Low-grade level contractors to benefit from North West construction economy...

Taung – The North West Province is determined to provide an environment where small and emerging housing contractors can gain proper experience and move up the levels in the construction industry.

To achieve this, low-grade level contractors will be given the opportunity to build Breaking New Grounds houses in the North West Province.

This game changing announcement was made by Premier Supra Mahumapelo during his State of the Province Address held at Taung Sports Ground, Greater Taung Local Municipality yesterday, 24 February 2017.    

Premier Mahumapelo indicated that through the Bietjie-Bietjie Maak Meer approach which will be applied in line with the villages, townships and small dorpies - VTSD preferential procurement strategy, limiting low-grade level contractors to small and non-complex construction projects will become a thing of the past.

“Through this Bietjie-Bietjie Maak Meer approach, a flexible cap of 50 units per developer will be introduced, directed specifically at small contractors with levels 1- 4. Appointed developers will be encouraged to employ local people including sub-contracting with the objective of transferring skills” Premier Mahumapelo emphasised.

This new human settlements delivery approach will be launched at Moretele Local Municipality in the coming financial year 2017/18. The contractors have also been encouraged to source building material locally before consideration is given to external service providers.

Premier Mahumapelo also took the opportunity to indicate government’s preference in terms of the allocation of houses.

“Going forward, government will be focusing on dealing with the skewedness in terms of allocation of RDP houses beneficiaries in the VTSD areas with specific focus on senior citizens, people with disabilities and child headed families in villages” said Mahumapelo.

Mahumapelo said government has also mandated the Department of Local Government and Human Settlements to initiate the process of developing a set of regulations in an effort to manage the unapproved human settlement and the spread of informal settlements.
